The Vanderburgh County Council met in session this 3rd day of January in room 301 of the Civic Center Complex. The meeting was called to order at 8:30 a.m. by Vanderburgh County Auditor, Bill Fluty.

Councilmember Winnecke: I do want to have a little bit of discussion on the Public Defender late request. David, could you come up and address that please?
David Bunner: David Bunner with the Public Defender’s Office.
Councilmember Winnecke: We just got this today or I’m seeing it for the first time today, could you explain briefly what this entails?
David Bunner: (Inaudible – podium microphone turned off)
President Abell: Excuse me, Mr. Bunner, would you turn your microphone on?
David Bunner: Again, this is an attorney that’s on Family Medical Leave. That attorney will continue receiving, upon payment by him, the insurance and so on. And this moves the salary over to the replacement account or the temporary account for the new attorney.
Councilmember Winnecke: And the line from which we’re moving funds is vacant now?
David Bunner: We’re moving the 8,960 from that staff attorney’s salary account.
Councilmember Winnecke: Okay, I’m with you.
Councilmember Sutton: Is this going to be the full – oh, here. Are you anticipating the full twelve weeks on this leave?
David Bunner: We are. This anticipates the full twelve weeks, yes. If the other attorney came back then obviously we’d have to come back in and make any correction on that. But we’re not anticipating that.
Councilmember Sutton: Okay, thank you.
President Abell: Any other questions of Mr. Bunner? Mr. Raben, did you want to restate this? We had some confusion up here about the amounts. Can you restate the transfers?

AMENDMENTS TO THE SALARY ORDINANCE |
Councilmember Raben: Okay, and last under the amendments to the Salary Ordinance, we have quite a few today. First under Recorder, I move that we amend salary line 1040-1990 Extra Help as previously adopted. County Assessor, amend salary line 1090-1140 Inheritance Tax Appraiser as previously adopted. The current employee is a PAT III/Step 7 with an annual salary of $43,122. Area Plan Commission, amend salary line 1240-1110 Executive Director as previously approved, setting the 2007 salary in at 12,823. Public Defender salary line 1303-1620 Chief Public Defender as previously approved. The 2007 Public Defender salary is 105,940. I also move we set 1303-1870 Participant Advocate in the amount of 12,000 as previously approved. Circuit Court, amend salary line 1360-1240 Probation Officer as previously approved. The current employee is a PAT V/Step 7 with an annual salary of 54,212. Superior Court, amend salary line 1370-1250 Court Reporter as previously approved. The current employee is a PAT V/Step 7 with an annual salary of 54,212. Health Department, amend salary line 2030-1140 Registered Nurse as previously approved. The salary will be set in at 40,048. Circuit Court Supplemental Adult Probation salary line 2600-1350 Probation Typist as previously approved. The 2007 part-time salary will be 16,650. County Council, amend salary ordinance line 1480-1210 Meeting Allowance, deleting the $500. Superior Court, line 1370-1401 Probation Officer/Juvenile as transfer previously approved. The current employee is a PAT V/Step 2 with an annual salary of 38,714. Drug & Alcohol Deferral, amend salary line 1371-1970 Temporary Replacement as the transfer previously approved. Public Defender, line 1303-1970 Temporary Replacement as previously approved. Also, under the Airport Authority, amend salary line 1100-2140, should be 2,258,444, 1900 FICA 189,428, 1910 PERF 212,833, for a total of 2,883,434. I make that in the form of a motion.

President Abell: Thank you, Mr. Raben. We have no old business scheduled. Under new business, I think we just dealt with the Evansville Vanderburgh Airport Authority’s request for the salaries. Anything additional that, Mr. Farmer, did you want to address this Council? Okay, thank you. Okay, we need to have approval of the 2007 amended salary ordinance. I’ve been advised that the office just got that late yesterday so there may be some amendments made to it, but we will approve it today as we’ve had it given to us, if I can entertain a motion to that effect.

There is one possible correction, on Central Dispatch we may change that. That was put in late and that may change at the next meeting and we will advise you of that.

President Abell: We need to make an appointment to the Area Plan Commission, yet.

President Abell: We made our Alcoholic Beverage Commission – oh, we’re making that today. That’s right, that’s one we have to vote on today. Last year, Bettye Lou Jerrel served as the appointment to the ABC board and I’d move for a motion to have her extend that for one more year.

President Abell: And you have the other appointments on this that have been sent out.
Councilmember Sutton: I was going to, the reason I made mention of that, I know in one particular case on the M/WBE Utilization Board, Ellis Redd has indicated that he wants to come off of that, that he doesn’t want to be reappointed for 2007, so we’ll need to fill that vacancy there. And I think there has been some discussions about a potential addition in his slot there.
President Abell: Do you know of someone who is interested in serving on that board?
Councilmember Sutton: I don’t know them personally. Lloyd had some discussion, maybe it’s a name we can bring back for our next meeting because it escapes me.
Councilmember Winnecke: And we can bring that up next month.
President Abell: But it is his desire to go off?
Councilmember Sutton: Yes.
President Abell: Okay. If everyone will make that correction, we will make that appointment the next meeting as well as the couple others that we have vacant.

President Abell: You should have been given a copy of the Council meeting dates for 2007. Has this got the correction for the budget hearings on it? We made a slight change in the budget hearings. If you’ll note, they’re about a week later. We had a conflict with one of our members, our Finance Chairman, so its important that he be there, so we have made that change. I hope that doesn’t cause anyone else any problems. And I think we have to vote on that, don’t we, Sandie?
Sandie Deig: You can.
President Abell: Oh, we don’t have to. If anyone has a problem with it, they can let me know. Any other business anyone else has? I’ve got a couple of housekeeping duties to take care of. We did get a note from the family of Curt Wortman regarding our flowers that we sent to the funeral and I think all of you are probably aware, Mr. Wortman’s wife has since passed away, also. I also would like to take this opportunity for every one of us to welcome Donna Leader to the County Council. I am certainly thrilled to have her on here. I’ve worked with Donna on other projects and other boards and find her to be a strong community leader, and I think she will be a great asset to this Council. So welcome aboard. Is there any further business to come before this County Council?
Councilmember Raben: We might recognize, there’s a new officeholder, Jonathan Weaver in the –
President Abell: That’s correct. Mr. Weaver, do you want to stand up and let us see what you look like? Our new County Assessor. We also have our new County Commissioner here, but I think we all know Mr. Tornatta. He’s been with us a long time. I’ll entertain a motion –

President Abell: Sorry, Mr. Sutton, go ahead.
Councilmember Sutton: At our meeting last month we had a rather lengthy discussion about the sally port and the additions and changes to the area there to accommodate bringing in and transporting the prisoners. When are we anticipating having that particular item back before us for consideration?
President Abell: Mr. Raben, are you the Sheriff’s liaison?
Councilmember Raben: I am, yes.
President Abell: Are you going to discuss the sally port with them before we bring it back before the Council?
Councilmember Raben: Oh, absolutely, yeah. There will be much more dialogue.
President Abell: It appears it will be a while, Mr. Sutton. I’ll entertain a motion to adjourn.
Councilmember Winnecke: So moved.
