BUDGET HEARINGS

AUGUST 17, 2004

 

The Vanderburgh County Council met in session this 17th day of August, 2004 in room 301 of the Civic Center Complex. The meeting was called to order at 9:02 a.m. by County Council President Ed Bassemier.


President Bassemier: I’d like to welcome officeholders, departmental heads and all visitors out there to our August 17 budget hearings. Would everyone please stand for the Pledge of Allegiance?

President Bassemier: As you all know, last week was your week and our week of asking questions and whatever, so today it will be our turn and we’re going to be doing most of the talking today. I’d also like to point out all salaries will be set in during the final budget session September 8th. Right now, I’d like to turn everything over to our – oh, let’s get a roll call.

President Bassemier: Now I’d like to turn everything over to our finance chairman, Mr. Raben.


Councilmember Raben: Okay, thank you, Mr. President. I’m going to make one quick comment and I’ll be very brief. Over the next three days we’re going to attempt the difficult journey of cutting, you know, approximately five to six million dollars from this budget, so we may get into areas that we ordinarily wouldn’t have gotten into in years in the past. Some of the decisions are tough, I asked everyone to support the cuts and hopefully we’ll get where we need to go and we won’t be faced with any cutbacks in regards to full-time employment and stuff like that.


LEVEE AUTHORITY


Councilmember Raben: So first we’re going to go to page 175, Levee Authority. Mr. President, I’ll move that all FICA, PERF and Insurance be set in at our final budget meeting in September. What is that date?

Councilmember Sutton: Councilman Raben, since we did move through our departments rather swiftly today, I don’t know how we maybe have this advertised, but if we are this swift, is it possible we could combine days two and three tomorrow? I don’t know how much additional work you have to do on the budget, but if we’re done in a half an hour, I don’t know if there’s a whole lot more that we have to do, but that would take off one more day on the budget process and just complete it if that’s something we might want to consider.

President Bassemier: I don’t think so.


Councilmember Sutton: How do we have it advertised?


Jeff Ahlers: I don’t know how its advertised, but I’d suggest you leave it the same just because the public, if somebody shows up on Thursday here to hear these budgets and nobody is here, there’s where you may run into an issue if it has already been advertised that – I guess it depends on how it was advertised, whether it was advertised as to these offices would be conducted on Thursday. If it wasn’t, if we’ve just got three days of budget hearings and it’s nondescript as to what budgets are being heard on what day, then you probably can go ahead and do it all tomorrow.


Councilmember Raben: Can we look into that?


President Bassemier: I don’t think we should. You know, we’ve got to contact other officeholders and, you know, they’d like to be here on their budget and if we do them both tomorrow, they’ll be here Thursday and won’t hear what we have to say. There’s no way we can contact everybody in the next – so I don’t think that’s a good idea.


Teri Lukeman: All of those days were actually advertised, though, the 10th, 11th, 12th, 17th, 18th, and 19th, that you would be conducting public hearings. So if you don’t have a meeting that day, then you would be...


Councilmember Raben: Okay. Mr. President, that’s fine. That’s your call as president, so we’ll leave it as it is.

Councilmember Raben: Okay, page 28 down to – let’s start with 30. We will clearly identify these lines that will represent these new employees in our September the 8th meeting, but what this motion will include is 20 new people. It will be comprised of two EMT’s and eighteen correction officers. The request is actually for, of the eighteen, five of them to be Detention Officer Supervisors. We don’t have a classification as of yet in the Job Study, so we’ll address that at our next Job Study meeting, and all other salary lines including FICA, PERF & Insurance will be set in at our September the 8th meeting. Mr. President, I’m going to go ahead and just to simplify matters, I’m going to amend my second or third amendment, whichever it is, to my original motion that the motion is, we are approving twenty new people: two EMT’s, and eighteen Detention Officers. And along with that, we’ve established hire dates. The first two will come on board January 1st of 2005, six more will come on board January 11th –

Councilmember Raben: Six in July, ten in August with the first payroll date of the 22nd, so they can begin working August 22nd, and then the final two begin in September.


Councilmember Sutton: Jim, since you aren’t setting in salaries, PERF & insurance on the other lines, you’re probably trying to go through like you were doing on those other motions and saying these precise lines might be a little difficult, and so you might be just fine with what you were originally doing and just not really touching it at all and then when we come back we can set in the specific lines, the precise amounts, might be the more appropriate thing to do.


Councilmember Raben: The hire dates were of a matter for informational purposes. So everyone was aware of what the motion includes. And again, Mr. President, this motion is that all other salary lines will be set in and adjusted in our September the 8th meeting. Let’s stop with this motion.
