The Vanderburgh County Council met in session this 4th day of April, 2007 in room 301 of the Civic Center Complex. The meeting was called to order at 8:36 a.m. by Vanderburgh County Council Vice President, Lloyd Winnecke.
Councilmember Winnecke: Good morning and welcome to the April 4th meeting of the Vanderburgh County Council. We’ll begin with attendance roll call, please.

SHERIFF (TWO REQUESTS)
Councilmember Winnecke: At this time, we’ll turn the floor over to our Finance Chair, Mr. Raben, and for those of you who are viewing at home or in the audience and don’t normally visit with us, these are requests that came before us at our meeting last week. We entertained a lot of the questions and the debate on those last week, so if there’s no discussion, we’re assuming that we have the information we need to make the vote. So with that caveat, I’ll turn the floor over to our Finance Chair, Mr. Raben.
Councilmember Raben: Okay, thank you. First on the agenda today is two requests for the Sheriff’s Department. If you look at your newly revised agenda, the Sheriff has prepared transfers for these amounts, so I move that both requests under Sheriff be set in at zero.

JAIL
Councilmember Raben: Next, under Jail, Miscellaneous Equipment in the amount of $109,912 and Inmate Medical in the amount of $500,000, for a total of 609,912, I’ll move approval.
Councilmember Shetler: I’ll second.
Councilmember Winnecke: Actually, I have a question on that. On the Miscellaneous Equipment, we were checking with the Building Authority or did you learn something else?
Councilmember Raben: Yes, and Councilman Shetler checked with the Commissioners as well, there is no funds available in their budget.
Councilmember Winnecke: But we’re still waiting on the Building Authority, right?
Councilmember Raben: No, its my understanding that the Building Authority doesn’t have the funds as well.
Councilmember Winnecke: Okay. Mr. Goebel?
Councilmember Goebel: Have we exhausted all other avenues to fund the video equipment or ...
Councilmember Shetler: There is a little bit, I think, out of that building fund, but its very, very small. Its down to almost nil, but there is some. I didn’t want to be misleading in that there was nothing left. There is a little bit and I don’t recall what that balance was, but it was a very small figure. So its not enough to tackle this. Its not even enough for fifty percent of it. So I’m talking about the equipment, itself. So I think it was much less than $50,000, is my understanding.
Councilmember Sutton: In our discussion last week, I don’t know if we had our budget sheets at that time. Now that we have those, under the Jail Project budget, we’ve got 3.1 there, almost 3.2. Did we give some discussion or some consideration from that budget for this particular request? In particular on the Miscellaneous Equipment, not necessarily the Medical, but the Equipment?
Councilmember Raben: I mean, I can voice my opinion on that. I had high hopes of saving that and utilizing it at some point for a rainy day fund or something much bigger. I hate to start pulling from it little by little, and someday it won’t be available when we need it.
Councilmember Sutton: Well, I guess I made that suggestion in light of this is in relation to some of the technology, the inner workings of just our whole process of changing over to our process of how we handle inmates now even with the new jail. I thought that might be a viable, and I know we’re still very early in the year, and I guess that’s maybe why I’m beginning to wonder, you know, what requests we’ll have coming down the pike down the road. We don’t know what those will be but being that we hadn’t expressed any other plans for that jail project fund, with the exception of that, we talked about the sally port and the whole extension over on to this building, in between the court’s building, and then we haven’t gotten the final figures, we haven’t had a discussion back on that again, and I would anticipate that it will be coming pretty soon. Other than that, I’m not aware of any other projects that we’ve earmarked for, for this fund.
Councilmember Raben: No specific projects other than there are projects out there that, particularly road projects that at some point, that that line might be very helpful for, such as completing University Parkway. And then, again, I don’t know what all the Commissioners have in mind, but I think it would be in our best interests to safeguard that line until we actually have to pull from it because there are a lot of major projects that, at some point, that could be very useful for.
Councilmember Winnecke: Mr. Goebel?
Councilmember Goebel: Its my understanding that the arraignment is on this end in the courtroom, is that correct? And things are pretty well set in the jail. It just seems like we left the meeting that maybe there was another way we could raise the money to help pay for part of it, and if there’s $50,000 available from the Building Authority, could we not use part of that to help fund the video arraignment or can we go one courtroom at a time? I’m looking for suggestions.
Councilmember Winnecke: I exchanged voice mails with Mr. Rector from the Building Authority yesterday on this issue. We did not connect. I stopped in his office this morning and his assistant said it was her impression that there was some discussion on the Building Authority, they were looking into that as to whether they will have a role in funding these or not. That was at 8:15 this morning. So my personal preference is that we defer this specific line item for a month so we can just nail down that question and whether the 50,000 or however much is left from the jail bond would be a viable means to fund this request. But that would be my personal preference.

UNION TOWNSHIP ASSESSOR
Councilmember Raben: Union Township Assessor, we did have some discussion on this last week. The request is in the amount of $4,576. And I know some of us have had dialogue with Mr. Steinkamp, the Assessor in Union Township, and most of us agree that there is a need to make some adjustment there. But in saying that, there is also a need to probably make some, or at least look into all part-time Township Assessors, so at this point, I’m going to move that we set this in at zero and address this between now and budgets.

BURDETTE PARK
Councilmember Raben: Next, Burdette Park, the request is for 44,137. Everyone recalls there was quite a bit of discussion that’s happened on this as well. The request was for a 50 cent per hour increase for all part-time employees at Burdette Park. Mr. President, I would recommend that we set a 25 cent an hour pay increase. I would also like to see us set that in at zero. We can bring this back next month because along with this, we need to make amendments to each salary line in the salary ordinance, and its quite lengthy and again, we’ll need to address that next month.
Councilmember Winnecke: Okay, so the motion is to set this in at zero for today?
Councilmember Raben: And the recommendation of a 25 cent per hour increase.
Councilmember Winnecke: Okay, and is there a second to that to get it on the floor?
Councilmember Sutton: I’ll second it.
Councilmember Winnecke: Second by Mr. Sutton. Now discussion?
Councilmember Sutton: Twenty-five cents? What are we using as kind of our baseline to come up with that figure?
Councilmember Raben: Again, there was some discussion last week that full-time employees last year received about 33 cents an hour, and its just, again, an issue of fairness. And its simply my recommendation, if someone else has another plan, let’s hear it.
Councilmember Sutton: I’m not, I’m just wondering where we – and I guess since we’ve got people at different levels, I don’t know what the lowest pay might be out there, and what that will raise them up to, and then the highest that’s in this particular request, where that will actually put them.
Councilmember Raben: Manager Steve Craig is walking forward.
Steve Craig: Steve Craig, Manager of Burdette. The lowest paid one is our Concessions, and we start them out at $5.65 an hour.
Councilmember Sutton: And the highest in this particular request would be...?
Steve Craig: I think the night watchman is 7.25, my part-time night watchman, and that would be the highest part-time or maybe it might be the nurse up at Day Camp, I think its 9.25. I’d have to get my sheet out, which...On my concessions and that, its 5.65 and then the Day Camp Nurse can make up to 10, but she’s not paid that, we start them out at less than that, and then they get their 15 cent raise as the years go on. So that would be the highest, is the nurse. But that’s one person that works the Day Camp for two months in the summer.
Councilmember Raben: So the nurse that we have today is being paid, what?
Steve Craig: I think last year she was paid 9.75.
Councilmember Winnecke: Other questions or discussion? Mr. Goebel?
Councilmember Goebel: I think its good that we postpone it until next month because by then the state general assembly should have a pretty good indicator of what the minimum wage rule – and will that come into effect probably in July?
Councilmember Sutton: Usually its like July 1.
Councilmember Goebel: So we should all have a clear picture then of what we’re going to be mandated to do also.
Steve Craig: At least announce it by then, even if it isn’t enacted yet.
Councilmember Goebel: Thank you.

Councilmember Shetler: Let me ask on the timing of this, Steve, is this going to – because I know that there’s a lot of college kids out looking right now and college gets out May 10, from May the 5th to the 10th, and these people are going to be trying to land jobs, is this good to delay this? Is this going to put you in a hurt here or is the intent, Jim, to say that we are going to go with a quarter, but we’ve got to wait and find out so that he can give word to these people, anyway?
Councilmember Raben: Well, when we do set this quarter in officially, we need to make amendments to the salary ordinance and, Steve, how many people are we talking about here?
Steve Craig: Probably 150 to 200.
Councilmember Raben: So, see, that’s quite a project and we have to have what they’re making today and make the adjustments so that’s nothing you’re going to do today.
Councilmember Shetler: Well, yeah, and my point is, would we be giving him permission today, though, to be able to at least notify prospects that we’re going to be going to a quarter raise, its going to 7.90 instead of 7.65, for example.
Councilmember Raben: We can be, although we’ve not taken official action. We can give you kind of an unofficial heads-up and I don’t even know how we do that, and make it unofficial, but –
Councilmember Sutton: I don’t think we could tell someone who – I don’t think we can tell someone they’re going to get a raise that hasn’t actually been approved. I mean, you may tell them that we anticipate that the Council will act on increasing the rate of pay on this, but this is what the rate of pay is today when you are hired.
Councilmember Shetler: Could we not reword the motion to actually approve it subject to getting the table, so that would give him the authority to at least let them – I’m afraid, I mean, this is a very competitive world out here right now with the young people. I’m afraid you’re going to lose some of that talent to other people. And if we wait until whatever the next meeting is, 3rd, 5th of May, then I think we’re going to have some, its going to put him in a bind here, given the season starting about that same time. And I think that there’s a way around it, and I understand what you’re saying, Jim, and I agree with you that we can’t put all that table together here today, but I think there’s a way of giving approval for the rate subject to that table being placed together at the next meeting and then approving that.
Councilmember Raben: I might ask our Counsel, would voting on a simple resolution with the intent, kind of what Tom is saying, does that do it if we make a motion to that effect?
Jeff Ahlers: Well, yeah, you can certainly do that. I mean, I guess the difference is, and I mean, whatever you want to empower Steve to, I suppose, tell people. But, I mean, ultimately, it still comes down to the fact that, you know, by law, until its in the Salary Ordinance, I mean, its not final until then. But, I mean, in terms of, if you want to give them the authority to or if you want a resolution that shows that’s the case, then you could certainly do that. But, I’m just saying that’s not the official act of putting the money in place, as you know.
Councilmember Winnecke: Mr. Goebel?
Councilmember Goebel: Steve, would you be comfortable, when you go through your hiring, informing them that its almost a hundred percent that you’re going to get a pay raise?
Steve Craig: We’re going through interviews right now and we’ve already had (inaudible – comments not made at the microphone). I have no problems telling them that they may get a raise. (Inaudible) A lot of them rely on this money for school (Inaudible).
Councilmember Winnecke: Steve, the $40,000 in there, what kind of equation did you use to get to that number?
Steve Craig: I took all the hours that they worked last year (Inaudible).
Councilmember Raben: The money part really isn’t the issue today. There are several hundreds of thousands put in that line already, for Burdette Park, so we can address the money issue as needed, when needed. You know, hopefully, maybe we won’t even need to, depending on the, you know, its quite possible you could have a rainy season and we’re not going to spend what we’ve already budgeted. So lets don’t concern ourselves with the actual funding part of it. To move this thing along, I’ll make a motion in support of a 25 percent – oh, 25 cent per hour raise that this Council will address at our meeting in May. Is that –
Councilmember Winnecke: Okay, you’re amending your first motion –
Councilmember Raben: I’m going to amend my motion, but first I’m going to withdraw my first motion. My new motion is a resolution in support of a 25 cent per hour raise for part-time employees at Burdette Park, that this Council will address in May.

I have had discussion with Matt Arvey, our Chief Information Officer as well as Jonathan Weaver, our County Assessor, and its my understanding there’s a meeting that will take place next week in regards to assessing all the needs for computers and for the township offices. And with the opportunity to buy these all on a state contract price, lumping it all together. So, again, I’m going to move that we set this in at zero.

Councilmember Winnecke: I understand Commissioner Tornatta had a comment to make to the Council. Just couldn’t stay away, could you?
Troy Tornatta: Troy Tornatta, County Commissioner. I’d just like to make a, just a notice to the Councilmen that there is a final paving list of about 22 miles that we plan on looking to pave. There is also a concrete list that we’re working on right now, so if anybody wants to address any of those lists or talk about any subdivisions of which you have constituents, then please do check over at the Commissioners Office and Marissa would give you a list. I believe Mike Duckworth has a list if for some reason no one is in the office. I still would like to make a plea to have a Council person at the department head meetings. Those are normally at 2:30 before any Commissioner’s meeting on a Tuesday. If we could divide it out amongst the Councilmen that we would have a person represented in that meeting maybe on a monthly basis or if you want to split it up weekly, it makes no matter, but I would like to see some participation from the County Council in that meeting. I think it would be very good to get the dialogue going back and forth. You would have some type of idea of the things that were going on and we do need that to make sure that both bodies have an awareness of what each other’s doing. And sometimes it doesn’t get across no matter how many memos you send. The last thing I’d like to bring up is, before your next meeting we will have started the Vanderburgh County Rx, the prescription drug discount program. We’re looking to launch it probably the week of the 23rd of April, so just so the Councilmen are aware of what’s going on. We are trying to, obviously, this is a plan to try to bring some discounts to some of those people who can’t afford their drug care and we’ll have it implemented and working through the health department of several other entities. We will have that brought out. And all that will be made available to all of the Councilmembers. But I just kind of wanted to give you a heads up. We will be doing that before your next meeting as opposed to rolling it out this meeting or at your next meeting. So if there’s any questions, I’ll be happy to entertain. Other than that, thanks for having me up.

Councilmember Sutton: I wanted to make note in our packet that there is an invitation that we received from the Board of Directors from the Evansville Rescue Mission announcing the grand opening of the Youth Care Center expansion and renovation. That’s going to be on Thursday, April 19th at 11:00. So since we just had an appropriation just a few minutes ago, just thought it might be of note that the Youth Care Center expansion is becoming a reality.
