The Vanderburgh County Board of Commissioners met in special session this 29th day of October, 2009 at 8:05 a.m. in room 301 of the Civic Center Complex with President Troy Tornatta presiding.


Call to Order

 President Tornatta: Okay, this will be the 8:05 version of the Board of Commissioners special meeting, Thursday, November 29th Footnote , in room 301. Roll call vote, please.

Approval of INDOT Contract for Work on University Parkway

between Upper Mt. Vernon and Marx Road

 


President Tornatta: Okay, we’re here today for the INDOT contract for work on University Parkway between Upper Mt. Vernon Road and Marx Road.


John Stoll: The contract basically just outlines the federal funding for the project. We’ve got $5.2 million in Rural Highway Funds, and then there’s another $2.699 million that was from an earmark or an appropriation from a couple of years ago. We’ll have a 20 percent local match on top of all that. The agreement states that anything above these figures the county would be obligated to pay. The County Attorney had reviewed the contract, and he found it acceptable.


Commissioner Melcher: So, we do have the funds to match it?


John Stoll: Yes.


Commissioner Winnecke: John, just for clarification, over the last several years, I know this goes back to my time on the Council, we’ve been budgeting about $700,000 a year in Local Roads and Streets for our local match. Last year, I think, we accrued about $770,000 or so, and there’s another $700,000 in the budget for ‘10, and then also, I mean for ‘09, and then also for ‘10, correct? That’s all for our local match?


John Stoll: Right, and we’ve also had some other carry over funds in other accounts. There’s some CCD money, there’s some Cumulative Bridge money, and then when the Major Moves distributions came out a couple of years ago, we also got some of that in the Highway Fund as well. I believe that’s about $700,000. So, the local match will come from multiple sources, but we do have it in place. Then, anything that we don’t use would turn around and roll over into the local match for the next phase.


Commissioner Winnecke: Then, this, by signing, by approving this contract today will ensure that the next phase is let for bids next week, correct?


John Stoll: Correct. November 4th is the bid opening.


President Tornatta: Any other questions?


Commissioner Winnecke: Mr. President, I’ll move approval.


Commissioner Melcher: I’ll second it.


President Tornatta: A motion and a second. Further discussion? Seeing none, roll call vote, please.
