FEBRUARY 1, 2005


The Vanderburgh County Board of Commissioners met in special session this 1st

day of February, 2005 at 3:00 p.m. in room 301 of the Civic Center Complex with President Suzanne Crouch presiding.


Call to Order


President Crouch: Good afternoon. Welcome to the Vanderburgh County Commission special meeting to open bids for VC-02-2005. I will do away with any of the normal procedures that we go through, and we will just open the meeting to do this one.


Open Bids for VC-02-2005: Tax Bills


President Crouch: Is there anyone in the audience who has bids to submit at this time? Seeing none, do I have a motion to open VC-02-2005?


Commissioner Musgrave: So moved.


Commissioner Nix: Second.


President Crouch: All in favor?


All Commissioners: Aye.


President Crouch: So ordered.


Ted C. Ziemer, Jr.: Here, help me. This says the opening time is 3:30.


Phil Lawrence: But, I think Madelyn had that the–


Madelyn Grayson: I’ve got the legal ad here, it says 3:00.


Phil Lawrence: Okay. So, I guess, we go by the–


Ted C. Ziemer, Jr.: Well, the legal ad said 3:00, but, now, this was put on here by your office?


Phil Lawrence: I wrote it, but that’s what she put on her bid, to be at 3:30.


Ted C. Ziemer, Jr.: Do you have any other bids?


Phil Lawrence: No.


Ted C. Ziemer, Jr.: So, anybody else to have known about this could only have seen the ad–


Phil Lawrence: Right.


Ted C. Ziemer, Jr.: –which said 3:00.


Phil Lawrence: Right.


Ted C. Ziemer, Jr.: So, their bids would have had to have been here by 3:00, even though this is written 3:30 to this particular company. Now, did we write 3:30 on anybody else’s?


Phil Lawrence: We wrote 3:30 on everyone else’s. I think what happened was that day we came in and met, and I thought you guys were going to meet at 3:00, and after I left, you changed it to 3:30, but I sent the ad out prior to changing the bid.


President Crouch: Is it possible that we can recess this meeting, and then right before the 3:30, or do we even need to do that since it was advertised for 3:00?


Ted C. Ziemer, Jr.: No, my suggestion would be, Madam President, that we open the bids at 3:30, at our regular meeting, and simply adjourn this meeting. Nobody can be, no prospective bidder can be hurt by that. If they had them here by 3:00, we would certainly have them by 3:30. And, there may be somebody else who got this that said 3:30, who will come in at 3:30. So, I think we should do it at that time.


Commissioner Musgrave: Move to adjourn.


Commissioner Nix: Second.


President Crouch: All in favor?


All Commissioners: Aye.


President Crouch: So ordered.
