The Vanderburgh County Board of Commissioners met in session this 18th day of August, 2009 at 5:00 p.m. in room 301 of the Civic Center Complex with President Troy Tornatta presiding.

President Tornatta: Good evening. We’ll commence with the Board of Commissioners meeting, August 18, 2009. Roll call, please.

President Tornatta: Diane, if you would come up, and first off, lead us in the Pledge of Allegiance.
Diane Masterson: I would be happy to.

Diane Masterson: Yes.
President Tornatta: –welcome.
Diane Masterson: Thank you. Thank you for allowing me to be here.
President Tornatta: So, give us an explanation of why you’re here. I know you’re dealing with the Reitz Home, and what kind of things you’ve got going.
Diane Masterson: I am proud and pleased to represent the Reitz Home today, and to promote our annual Reitz Home mystery event. This year it is, “The Radio Murders of 1933". Kelley Coures wrote it. You all have an invitation, and you can see the players that are in it this year are really fun. We’ve got some actual radio announcers that are playing radio announcers. Imagine that. This script takes us back in time to 1933 in Evansville and the old historic McCurdy building, the Vendome, the Dells, and corruption in the city. Of course, that wouldn’t be the fact now, but we will have the event on August 29th at the Reitz Home, with dinner following at Casino Aztar. The people park at Aztar and get shuttled down in limo bus to the event. They go through the home in groups of 12, and they get to hear the actors in the different rooms of the house. When they’re through they come out and they figure out who done it. The person who wins gets a wonderful prize of an overnight stay at New Harmony and breakfast. This is a big fundraiser for the museum. We are in dire need of money, as is every not-for-profit in the city, but it is definitely a fun event. It’s casual, you take your time, you go through, and it’s a lot of fun. I think you’ve been in it, haven’t you?
President Tornatta: Absolutely.
Diane Masterson: So, you know the routine.
President Tornatta: Yes.
Diane Masterson: But, it’s something that’s very near and dear to our hearts, and, again, a fundraiser for the museum.
President Tornatta: Diane, how much is the event?
Diane Masterson: It’s $100 for members, $125 for non-members.
President Tornatta: Okay.
Diane Masterson: That includes a full meal, big meal at Aztar and wine on the tables.
President Tornatta: Okay. Anything else?
Diane Masterson: Everybody’s got an invitation, and you can see we’ve got some really fun people, local celebrities from the city in this event. We hope that you will all attend.
President Tornatta: Diane, thank you for coming, and good luck with the event.

Sheriff: ICJI Grants: DUI, Aggressive Driving & Big City/Big County Health Dept.: Clinical Education Agreement with U of E Health Dept.: Childhood Lead Poisoning Grant Amendment No. 8 Health Dept.: MCH Grant Agreement |
President Tornatta: Okay, action items, contracts, agreements and leases. Number one, the Sheriff ICJI grant agreements. Ted, if you’ll go over that. I think we were all sent e-mails, and plenty of them, but if you’ll go over it.
Ted C. Ziemer, Jr.: Well, these are three grant agreements from the Indiana Criminal Justice Institute. One is for $65,000 for, to deter dangerous/aggressive driving, another one is for $65,000 to fund a DUI task force, and the third one is $37,000 for sort of year long traffic enforcement, for example seat belt enforcement and the like. The agreements are all standard in form for agreements of this type, and should the Commissioners want to approve them, they are satisfactory for execution.
President Tornatta: One of the things that’s very interesting about these grants would be the fact that this actually puts extra officers on the road. These are officers that are on the road on their off duty time. So, they get to participate in the grants on a voluntary basis, but their grants are always fulfilled and they always have officers out there. So, it does allow us an opportunity to have those officers out there, and I think it’s a great benefit to Vanderburgh County. Any other questions?

President Tornatta: Health Department, 2009-2010 clinical education agreement between the Health Department and the University of Evansville. This is a one year agreement from 9/1/09 to 8/31/10, and is for the participation by the Health Department in the clinical education of nursing students enrolled in the University of Evansville nursing program. It’s identical to the form of the agreement in the 2008-2009 and does not contain any funding requirements on the part of the county. Gary?
Gary Heck: Gary Heck, Vanderburgh County Health Department. I’m here to answer any questions, but it’s pretty standard. It’s just like the ones we’ve had in previous years.
President Tornatta: Absolutely. It sounds like a great agreement.

President Tornatta: Health Department, amendment number eight EDS grant agreement number A70-7-7975. Amendment number eight to previously approved grant by the State Department of Health for lead poisoning prevention. Everything else is in compliance. Gary, anything on this?
Gary Heck: It’s a different dollar amount, and, I think, there was one additional change in the requirements for the Health Department, but it was standard. They’re doing it in every aspect.
Ted C. Ziemer, Jr.: Well, it’s to, the main purpose of the amendment is to add a new attachment regarding ethical requirements, and that’s all pretty standard.
Gary Heck: Right.

Gary Heck: I understand that the County Attorney had forwarded over one other grant agreement that came in for the, it’s an MCH grant that was for $104,000. I believe it’s a similar grant situation. It’s a renewal, or an additional dollar amount for a new program here.
Ted C. Ziemer, Jr.: Yes, it’s for family care coordination for families in Vanderburgh County, and the grant provisions are very similar to all of the State Health Department grants. I’ll say, you probably might have gotten five or six copies of this. We kept sending them and the office kept saying that they weren’t getting them, so we would send them again, and we found out that the IT Department for the county had somehow let the, I don’t know whether it’s gigabytes or megabytes or whatever they are, but the limit that you could send had been somehow reduced so that none of them would go through with the attachment. But, they’ve got that fixed now, and, so all of them went through. It’s totally satisfactory for execution.
President Tornatta: Is this in turn of zero cost to the county?
Gary Heck: That’s correct.
Ted C. Ziemer, Jr.: Yeah, I mean, we’re going to get $104,000 for the program.
President Tornatta: Right, but we don’t have a match on it?
Ted C. Ziemer, Jr.: No, no, no.
Gary Heck: Right, there’s no match, or if there is a match it’s a soft match where it’s money that’s already being spent somewhere else that gets to match up.
President Tornatta: Okay, super.

Gary Heck: We, I do need to let you know, we do anticipate getting one more grant that we hopefully will have at your September 1st meeting. It’s going to be for the phase one of the H1N1 planning monies. So, they told us to be on the lookout for it. It didn’t arrive today. I think your next available meeting will be September 1st. So, hopefully, we’ll have it in line, I would have it for you at that time.
President Tornatta: Okay.

John Stoll: I just have one item. I need your signatures on the Mylar cover sheet for the Burdette Park bike path project. This is for phase two of the project which would run from Broadway Avenue up on to USI’s campus. Bernardin Lochmueller is in the process of trying to finalize the plans to get those submitted to INDOT. I’ve been in discussion with INDOT in trying to get that project set for a January bid letting. So, that’s the kind of schedule that we’re shooting for. We’ve still got a couple of issues in regard to some easement modifications to take care of, but hoping January will be the bid letting.
President Tornatta: Do you need a motion? I don’t–
John Stoll: I don’t think so.
President Tornatta: Right, we already voted on it. So, just get us that–
John Stoll: Yeah, Madelyn’s got the Mylar.
President Tornatta: Fine, okay. Super.
